Free and Charitable Clinics are the communities’ response to their health care needs. In times of disaster, Free and Charitable Clinics serve as first responders to helping people access health care, medications and supplies that they need.

Disaster Preparedness & Relief Information

Key things for clinics to do when affected by a disaster:
  • Provide a list of items, medications and supplies to the NAFC that your organization needs to continue operations. The NAFC receives numerous questions from colleagues, partners, donors and volunteers around the country on how they can help.
  • Keep detailed records of everything you are doing. This includes precautionary measures that were taken in advance of the hurricane such as sandbagging around the clinic doors, hiring people to move expensive equipment, and volunteer hours for those who came to help with any preparation (track their time and get names and social security numbers - if possible).   Also, please document actions taken during the storm, including things like volunteer hours, equipment being used and how long it runs (i.e.. generators, dehumidifiers, etc.), as well as any medications and other resources you are providing.  
  • Take pictures of all damaged property, equipment, supplies and medications. Regarding medications specifically, in addition to photos, please make a list of the medications that are lost and those that are needed to provide care (if there is a record of medications that had been ordered, that will be helpful to pull).
  • Be on the look-out for when FEMA and HHS (in coordination with the state and usually announced by county) will hold applicant briefings. As the NAFC becomes aware of these briefings, we will notify our members.   There will be separate briefings for businesses, individuals and non-profits.


FEMA Assistance:

Registering online at www.DisasterAssistance.gov is the quickest way to register for FEMA assistance since the event will last several days and the full scope of damages may not be evident until the storm has passed. If you are unable to access the internet, you can also call at 1-800-621-FEMA (3362).

Hurricane Harvey Relief Efforts

Overview & How You Can Help


The impact of Hurricane Harvey is devastating.  The stories seen on the news and the first-hand accounts that we at the NAFC are hearing from our clinics, patients, staff, volunteers and friends is just heartbreaking.  The recovery process will certainly not be easy and is sure to take months, if not years.

According to the Texas Association of Charitable Clinics, there are over 65 clinics in Texas and they provide 350,000 patient visits annually. 

There are over 25 clinics directly impacted and all of the clinics have either sustained damage or lost items such as supplies, medication, technology etc., limiting their ability to care for patients in-house. The clinics who can get to their locations have been conducting backpack medicine, where the doctors are going door to door to check on their patients.

Emergency Relief Funding Opportunity for Free/Charitable Clinics & Charitable Pharmacies Affected by Hurricane Harvey


Emergency Relief Funding Opportunity:

NAFC Partner Direct Relief has agreed to set up an initial emergency relief fund for Free & Charitable Clinics and Charitable Pharmacies that have been impacted by Hurricane Harvey.

Direct Relief, in partnership with the NAFC, announced an initial $150,000 pool of funds for emergency operating grants of up to $25,000 each for Charitable/Free Clinics and Charitable Pharmacies in Texas and Louisiana to help address immediate financial needs that have arisen from the devastation caused by Hurricane Harvey.

Direct Relief is making up to $25,000 grants available to impacted member organizations to help cover emergency operating costs for things including, but not limited to:

  • Clean up costs
  • Overtime costs for staff
  • Unbudgeted food and or medical goods for staff or patients
  • Unbudgeted capital costs
  • Transportation costs
  • Operation of mobile medical units
  • Other things related to initial recovery and outreach expenses

A Note from the Texas Association of Charitable Clinics Executive Director


August 28th - I just want to send an enormous amount of appreciation for all of the thoughts, prayers and hopes that people are sending our way here in Texas.  Larry Robins, who in addition to serving as the NAFC chair is on our board, put it best when he said “this is simply horrific”.    Here at TXACC we have tried to reach out to as many of our clinics as we can and have made contact with a lot of them.  The clinics themselves are closed and for some it will be a while before they can assess any damage to their facility.  But, as we all know, those are just structures.  They are all concentrating on keeping themselves and those around them safe.
I also wanted to make sure and let everyone know that our partners – AmeriCares, Direct Relief and Heart to Heart (and perhaps others I don’t even know about) are actively involved and doing anything they can to help – they are wonderful.
I will try and keep you informed as best is as possible and just ask for continued hope that this ends soon.

Stories of Response Efforts


Ubi Caritas

September 2nd - What a day we have had! Workers got boots on the ground in the areas around Ubi Caritas to see what needs our community had. Overwhelming is an understatement!

There was an apartment complex of over 25 units where some people had not had water or food in 24 hours. We also came across a 93 year old diabetic patient that hadn't eaten in 2 days and is living in an apartment that has water damage because he doesn't have anywhere else to go. Another woman who's apartment had burned before the storm is homeless due to her temporary housing having flooded. She and her 7 year old daughter have only the clothes on their back. A HUGE thank you to St. Mark's Episcopal Church, Southeast Texas Food Bank, and Pathway Church Mid County, for helping us get immediate resources this weekend to these people impacted by Hurricane Harvey! In the coming days Ubi Caritas will be setting up a distribution center to continue to mobilize resources to those in need. These people are in dire need. September 1st - We spent today loading up water, and our I ❤️ Babies! resources to deliver them to our clients and shelters. Ubi has sustained some roof and water damage to our offices but are grateful for the volunteers that helped us clean up. We will continue to carry out our mission and mobilize resources to help those in need in Southeast Texas.


TOMAGWA HealthCare Ministries

TOMAGWA HealthCare Ministries’ disaster response efforts will include no-cost primary acute care and essential medication refill for all community residents affected by the storm and subsequent flooding. This free clinic will open Friday, September 1, 2017 at 8:30 a.m.. and remain in effect during usual business hours until further notice.

This relief effort will tax TOMAGWA’s already limited resources, making your financial contributions more crucial than ever before. A generous benefactor has issued a matching challenge grant for all donations up to $25,000; therefore, donations received during this time period will be matched, doubling the impact of your gift. Your support will ensure that community residents affected by the storm receive needed healthcare as together we focus on rebuilding homes and lives.

Ibn Sina Foundation

During this Hurricane we have tried our best to provide services to needy community members at their doorsteps. Ibn Sina Foundation medical team under the leadership of Medical Director (Dr. Ranjan Patel) provided the help in the community on Monday, Tuesday and Wednesday on site and in the field. We have arranged few medical camps in our facilities to help the flood affected individuals and families for their primary health care needs. We have provided medical services to more than 90 children and adults for their basic needs in the field. We are planning further to go out in the field and provide free consultations, TDAP shots, insulin (for adults), hygiene kits and limited free medicines.

San Jose Clinic

August 30, 2017 - Hurricane Harvey has had a devastating impact on Houston and the surrounding region. According to several news outlets, floods have forced at least 35,000 people out of their homes into shelters, and tens of thousands of homes have been destroyed in Houston alone. While many Houstonians are blessed to have the resources needed to rebuild their homes, many others are in situations that will remain extremely precarious in the coming weeks and months.

Low-income workers are now struggling to avoid economic instability, as so many go unpaid for time spent waiting out or recovering from the storm. As these workers often live and work paycheck-to-paycheck, any time —let alone several weeks— without income places their families in even greater need of economic help. The need in our community for the comprehensive healthcare services of San José Clinic is now greater than ever. 

We have already begun to expand and accelerate our efforts in assisting the local community. As Houston’s original safety-net clinic, we are prepared to help the local underserved, uninsured community in any way we can. In anticipation of the heightened need for our services, we have already collaborated with Americares, Direct Relief, and other corporate partners to provide vital healthcare services in Harvey’s wake. Our partners at Americares will be working on-site at our Clinic to help us to distribute medical supplies to shelters and disaster areas. We expect the first large shipment to arrive this weekend with distribution beginning on Tuesday, September 5. We are also joining forces with other safety-net clinics, Federally Qualified Health Centers (FQHCs), and charity care clinics in the Houston area to ensure our community is adequately served in this time of need. 

We re-opened the Clinic this week to provide pharmacy services, primary medical care, emergency dental services, and mental health counseling, as well as our full range of diagnostic services. We have also resumed our regular operating hours in order to continue providing high-quality healthcare to low-income, uninsured people in the most vulnerable corners of Houston. 

This week, we have waived eligibility requirements in order to accommodate the loss of identification and other important documents due to the storm. We have also waived patient contributions until further notice, as we realize that many of our patients have lost several critical days of income. 

Because of these changes to our procedures in respect of our patients' altered circumstances, we now have an even greater need than usual to fill and will be in need of financial support from the community. Thanks to the support of our community, the Clinic has become a strong organization with the agility to respond to this urgent need. With your support, we will be able to strengthen our community and help Houston’s most vulnerable populations while they rebuild after this natural disaster. Community HealthWorx

August 31, 2017 - We are located in Alexandria, LA, and the LSU AgCenter mega shelter opened yesterday afternoon late.  Already 600 people are being cared for from this facility.  We have been providing needed medications, such as insulin, inhalers, and other medications that we have in stock.  One of our volunteer doctors is also the Director of the Rapides Parish Health Unit and is deployed to the center.  He along with other health unit workers, doctors, and nurses are assessing the needs of the evacuees and contacting us as the need is determined.  We have hygiene items on hand which we received from Direct Relief that we will use for those in the center also.
